EBT SNAP System Outage– Federal Fiasco or Cloward-Piven Test?

The Government’s electronic food stamp program known as EBT/SNAP has been down for nine days.  Over 40 million people depend upon this government benefit to buy food.

Instead of Depression Era soup kitchens or bread lines, today’s welfare recipients enjoy the convenience and privacy of the EBT/SNAP debit cards to buy food and other items with a simple swipe.  The government automatically reloads the EBT/SNAP cards electronically.

But there appears to be a problem.  According to Ray Gano at Prophezine.com,

Since the beginning of 2016, [t]he US government has had over 2,700 reports on downdetector.com showing that [it has] been late loading the money onto these EBT cards. . . . Are we just seeing some computer glitches going on here or is there a possibility that the US government is starting to have a hard time keeping up with all those EBT payments?

The EBT system is down in CA, NY, NJ WA, AZ, TX and others states.  That means that a LOT of people were not able to buy food and . . . based on downdetector.com, there are people who STILL do not have any means to buy food.

Are we seeing . . . a “Systematic Trickle Failure Effect” taking place?  Is (sic) the powers that be “testing” the people to see how much they can bare (sic) before they melt down?  In fact, wouldn’t it be convenient to have a meltdown of welfare folks at say around the election time?

Zero Hedge, seeking to confirmed these reports via downdetector.com, noted[e]ither the mainstream media does not know what is going on yet, or it is being ignored.”  In his post, Tyler Durden calculates “more than 100 million Americans get some form of money or benefits from the federal government each month.”  He posits:

So what would happen someday if suddenly the spigot was turned off?  What would those 100 million people do?  How would they survive? . . . [If] major crisis that will cause food stamp benefits to be cut off either permanently or for an extended period of time. . . .[W]hat will that do to our communities?

In a much more sinister report on the EBT outage, Infowars fingers the Obama administration as purposefully orchestrating a Machiavellian scenario to unleash nationwide rioting :

But one thing is for certain; however, by encouraging mass dependency on the welfare system, the Obama administration has ensured nationwide rioting due to a large-scale collapse of the food stamp program which can then be exploited to expand the federal government. . . .

By enrolling more people into welfare than the EBT system can handle, outages will result, people will riot, and the government can then use the crisis to expand federal control over local police, something we’ve also been reporting on.

Last year the Obama administration released a plan to federalize state and local law enforcement entitled Task Force on 21st Century Policing which would force departments to adhere to stricter, federal-designed requirements when they receive federal funding.

Mass rioting would give the administration the opportunity they need to enact that plan.

No one knows why the EBT system has been down for nine days.  Is the EBT outage symptomatic of an unwieldy and increasingly incompetent bureaucracy?  Are EBT loading delays masking some as yet hidden short term insolvency?  Or have the conspiracy theorists exposed the Obama Administration testing an election year Cloward-Piven strategy, intentionally withholding EBT benefits from those most vulnerable as a prelude to some nefarious scheme?

Lacking certainty, we should probably apply the Occam’s razor theory that the simplest explanation – government ineptitude – is the correct answer.
